Carbon-rich gas deposits diamond layers on a seed in a vacuum chamber. This is usually more valuable and rarer in comparison to HPHT.  

HPHT

Extreme heat and pressure crystallise carbon on a diamond seed.

Which is better?

Neither method is automatically superior. If choosing one, a high-quality CVD diamond may sometimes look more naturally formed because it can have fewer metallic inclusions associated with some HPHT stones making CVD diamonds more at a premium  compared to HPHT - but modern examples of either can be visually indistinguishable.

Federal Grade Commission (FTC) Guidance

The FTC updated its jewellery Guides to recognize that lab-grown diamonds share the same chemical, physical, and optical properties as mined diamonds, legally making them real diamonds. The FTC Diamond Rulings and Guidelines Definition updated and removed the word "natural" from its core definition of a diamond because modern technology produces stones that are chemically identical to earth-mined stones. As noted by the Federal Trade Commission (FTC), “These stones have essentially the same optical, physical and chemical properties as mined diamonds.
